Analysis of BJP Election Promises and Post-Budget Status
The BJP’s manifesto for the 2025 Delhi Assembly elections outlined several promises targeting women, healthcare, infrastructure, jobs, and environmental improvements.
Below is an analysis of key promises and their fulfillment status based on the budget:
1. ₹2,500 Monthly Honorarium for Women:
Promise: ₹2,500 per month to eligible women by March 8, 2025.
Status: Fulfilled in budget with ₹5,100 crore allocated under the Mahila Samridhi Yojana, though implementation details (eligibility, timeline) remain to be seen beyond the promises.
2. Healthcare Improvements via Ayushman Bharat:
Promise: Implement Ayushman Bharat Yojana and enhance healthcare infrastructure.
Status: Fulfilled with ₹2,144 crore for Ayushman Bharat, including a ₹5 lakh top-up, and ₹1,000 crore for hospital upgrades.
3. Cleaning the Yamuna River:
Promise: Clean the Yamuna, a major campaign issue.
Status: Partially fulfilled with ₹500 crore allocated for STPs and treated water management.
4. Subsidized LPG Cylinders:
Promise: Provide subsidized cooking gas cylinders to the poor.
Status: Not addressed in the budget highlights.
5. Infrastructure Development:
Promise: Overhaul infrastructure, improve roads, and address waterlogging.
Status: Fulfilled with ₹28,000 crore in capital expenditure, ₹3,843 crore for roads, and ₹9,000 crore for water and sanitation.
6. Education and Jobs:
Promise: Enhance education and create job opportunities.
Status: Partially fulfilled. Education gets significant focus but job-specific schemes are less prominent.
7. Continuation of AAP Subsidies:
Promise: Retain AAP’s subsidies on power, water, and free bus rides for women.
Status: Fulfilled with budget allocations for existing subsidies, including a digital travel card system for women’s free bus rides.
8. Pollution Reduction:
Promise: Reduce air pollution and develop the Yamuna riverfront.
Status: Partially fulfilled with ₹300 crore for pollution control and ₹506 crore for the environment department.
9. Financial Assistance for Women in Distress:
Promise: Support for vulnerable groups like women in distress.
Status: Fulfilled with the monthly assistance of ₹3,000, backed by ₹3,227 crore.
Key promises like ₹2,500 honorarium, Ayushman Bharat, and infrastructure overhaul have clear budgetary allocations, However, some promises, such as subsidized LPG cylinders and a comprehensive Yamuna riverfront development, are absent or underdeveloped.
The budget’s 31.5% increase and doubled capital expenditure indicate a shift toward development-oriented governance, leveraging central support (₹15,000 crore loan and ₹12,096 crore in grants). Though Critics have questioned its realism due to over-optimism in revenue projections (₹68,700 crore in tax revenue, a 17% jump).
In summary, The BJP has laid a foundation for its "Viksit Delhi" vision, but sustained execution will be critical to fulfilling voter expectations.
