Highlights of Delhi Budget 2025
Chief Minister Rekha Gupta presented the Delhi Budget for the financial year 2025-26 with a total outlay of ₹1 lakh crore, marking a 31.5% increase from the previous year's ₹76,000 crore budget under the AAP government.
Key highlights:
1. Infrastructure Development:
₹28,000 crore for Capital expenditure, emphasizing a push for "Viksit Delhi".
₹3,843 crore for road and bridge improvements.
₹12,952 crore for transport sector, including ₹2,929 crore for Metro Phase-4 and to add 5,000 electric buses to the existing fleet of 2,152.
₹1,000 crore for improved Delhi-NCR connectivity.
2. Water and Sanitation:
₹9,000 crore for clean drinking water and sanitation.
₹500 crore for 40 decentralized Sewage Treatment Plants (STPs) to ensure only treated water enters the Yamuna River.
₹250 crore for replacing old sewer lines and ₹50 crore each for waterbody restoration and rainwater harvesting.
3. Women’s Welfare:
₹5,100 crore for the "Mahila Samridhi Yojana," providing ₹2,500 monthly to eligible women.
₹210 crore for pregnant women’s care, including nutrient kits and a ₹21,000 allowance.
50,000 CCTV cameras to be installed for women’s safety.
Travel cards for free bus rides for women to replace the pink ticket system.
4. Healthcare:
₹2,144 crore for Ayushman Bharat scheme, with an additional ₹5 lakh insurance top-up for Delhi residents.
₹1,000 crore to upgrade 24 unfinished or poorly maintained hospitals.
₹320 crore for 400 new primary healthcare centers.
5. Education:
₹100 crore for new "CM Shri Schools" and ₹500 crore for education hub in Narela.
₹7.5 crore to provide free laptops to 1,200 Class 10 students.
₹21 crore for 100 Dr. A.P.J. Abdul Kalam language labs.
₹50 crore for 175 new computer labs and smart classrooms.
6. Yamuna Cleaning:
₹500 crore for cleaning the Yamuna River with a focus on decentralized STPs.
7. Social Welfare:
₹100 crore for 100 Atal Canteens to provide affordable food in slum areas.
₹696 crore for slum clusters and JJ colonies development.
₹3,227 crore for Monthly assistance for "women in distress" and persons with disabilities (₹3,000 per month).
8. Environment and Pollution Control:
₹300 crore to curb air pollution and ₹506 crore for the environment and forest department.
₹100 crore pilot project to shift overhead electrical lines and high-tension power lines underground.
9. Industry and Economic Growth:
₹20 crore for the "New Era of Entrepreneurial Ecosystem and Vision" scheme to foster startups.
10. Other Key Allocations:
₹30 crore for hosting an International Film Festival.
₹10 crore for a survey to relocate Tihar Jail to the outskirts.
₹40 crore for modern cow shelters in Ghummanhera.
CM Gupta emphasized that the budget aligns with PM Narendra Modi’s vision of a developed Delhi, focusing on 10 priority areas: infrastructure, water, electricity, roads, connectivity, women’s welfare, healthcare, education, sanitation, and economic empowerment.
